East End Crossing of Ohio River Bridges Project Named National ‘Deal of the Year’

The East End Crossing of the Ohio River Bridges Project has been named the national ‘Deal of the Year’ by The Bond Buyer, a daily newspaper committed to serving the municipal bond industry. The prestigious 12th annual ‘Deal of the Year’ award was presented on Dec. 5, 2013, honoring diversity of the communities and public purposes that are served by the municipal finance market.

Bingham Greenebaum Doll LLP is proud to have been a part of this deal as Indiana counsel to WVB East End Partners (WVB) for both the public-private partnership agreement and the bond financing components of this $1 billion project. The Indiana Finance Authority (IFA), Indiana Department of Transportation (INDOT) and WVB are the first public-private partnership team to win the national ‘Deal of the Year’ award. The award recognized deals that closed between October 2012 and September 2013.

The IFA reached financial close with WVB, an enterprise comprised of Walsh Investors LLC, VINCI Concessions, and Bilfinger Project Investments, in March 2013.  WVB is responsible for designing, constructing, financing, operating and maintaining the East End Crossing.

The Louisville-Southern Indiana Ohio River Bridges Project is designed to improve safety, alleviate traffic, connect highways and create economic development. Indiana and Kentucky signed a development agreement in October 2012 that divided responsibilities for design, construction and financing of two Ohio River bridges between Southern Indiana and Louisville. The project is a dual-state effort; Indiana is leading the East End Crossing project while Kentucky is leading the Downtown Crossing project.

The East End Crossing Project that WVB will complete connects the I-265 outer beltway around the Louisville metro area. It will feature a new, state-of-the-art, cable-stayed bridge; a tunnel under historic property in Kentucky; and four miles of new-terrain highway in Indiana. Completion is scheduled for 2016.
