Overview

Bryan practices in the Government Practice Group and the Corporate Services Department at Bingham Greenebaum Doll LLP. He is experienced serving as bond counsel, program counsel, issuer's counsel, trustee's counsel and underwriter's counsel on numerous tax-exempt and taxable matters for the State of Indiana and schools, cities, counties and other municipal units throughout Indiana. He continues to serve his clients in a wide-range of public finance and governmental law matters.

Representative Cases and Achievements

  • Served since 1989 as general counsel to the State of Indiana, to establish and facilitate local sewage works and local drinking water projects funded from the State Wastewater & Drinking Water Revolving Loan Funds and State Supplemental Program Fund.
  • Served for 10 years as bond counsel to hundreds of schools, libraries, cities, towns and other participants issuing several billion dollars of warrants to the Indiana Bond Bank as part of its Advance Funding Programs and Reassessment Assistance Programs.
  • Served since 1985 as bond counsel, issuer’s counsel, trustee’s counsel and underwriter’s counsel on numerous tax-exempt and taxable financings related to capital construction and acquisition projects, cash flow needs, funding of social programs, refinancings and other governmental and private needs.
