Phil Sicuso serves as the Chair of the Economic Development Department. He is also a member of the Government Group and Corporate & Transactional Department where he assists private sector and government clients in a variety of matters.

After spending more than five years working in Governor Mitch Daniels’ administration as General Counsel for the Indiana Gaming Commission, Phil has substantial experience in government and regulatory affairs. He has a deep understanding of the laws and procedures critical to government operations and interactions with the private sector, including government procurement and contracts, administrative law and procedure, public records, open meetings, ethics and the legislative process.

While with the Gaming Commission, Phil oversaw the legal matters relating to the regulation of casinos, charity gaming, mixed martial arts & boxing (including Indiana’s first world wide pay-per-view broadcast of a licensed mixed martial arts event), and the investigation and administrative enforcement of criminal gambling laws. Indiana also grew into one of the top three jurisdictions nationwide both in terms of gross gaming revenues and gaming tax revenues.

Phil’s range of experience includes county, municipal and state governments. He also has extensive legislative experience, working with legislators and staff from both sides of the aisle on legislation and policy issues.

Phil’s regulatory and legal experience includes a variety of business law matters including corporate finance, governance, structure and ownership issues as they relate to closely held and to public companies. Phil has also developed expertise and provided counsel on the legal and regulatory aspects of numerous casino financing transactions ranging in value from tens of millions to billions of dollars, as well as on several complex mergers & acquisitions, and on corporate restructurings/bankruptcies.

Phil is a native of Massachusetts, and grew up in Hopkinton, Mass.
